Government and Organised Labour Conclude Base Pay Increase for 2026 Single Spine Salary Structure

The Government of Ghana and Organised Labour have successfully concluded negotiations for the 2026 Base Pay, agreeing on a nine percent (9%) increase across the board for the Single Spine Salary Structure (SSSS).

The agreement, titled "AGREEMENT ON BASE PAY FOR 2026," was finalized and signed today, November 9, 2025, between the Government, represented by the Fair Wages and Salaries Commission (FWSC) and the Ministry of Finance, and Organised Labour, comprising workers' unions and associations within the Public Service of Ghana.

Key Terms of the Agreement:
Base Pay Increase:
 The Base Pay on the Single Spine Salary Structure (SSSS) has been increased by 9% across board, effective from January 2026 to December 2026.
Conditions of Service: The Government commits to engage with unions on outstanding conditions of service.
Economic Engagement: The Parties shall regularly engage on the management of the economy.

The successful negotiations were facilitated by the Public Services Joint Standing Negotiating Committee (PSJSNC).
The historic document was signed by Dr. George Smith-Graham, Chief Executive of the FWSC, on behalf of the Government, and Bro. Joshua Ansah, Secretary-General of the Trades Union Congress (TUC), representing Organised Labour.
The formal signing was witnessed by Hon. Dr. Cassiel Ato Forson (MP), Minister for Finance, and Dr. Isaac Bampoe Addo, Executive Secretary of the Civil and Local Government Staff Association of Ghana (CLOGSAG), underscoring the commitment of all parties to ensuring industrial harmony and improving the welfare of public sector workers.
